can compile:
def combiner: BiFunction[Int, Int, Int] = (one: Int, other: Int) => one + other

can not compile:
def combiner: BinaryOperator[Int] = (one: Int, other: Int) => one + other

Both of these work just fine in Scala 2.12.1

Welcome to Scala 2.12.1 (Java HotSpot(TM) 64-Bit Server VM, Java 1.8.0_121).
Type in expressions for evaluation. Or try :help.

scala> import java.util.function._
import java.util.function._

scala> def combiner: BinaryOperator[Int] = (one: Int, other: Int) => one + other
combiner: java.util.function.BinaryOperator[Int]

scala> def combiner: BiFunction[Int, Int, Int] = (one: Int, other: Int) => one + other
combiner: java.util.function.BiFunction[Int,Int,Int]
