Move the instrumentation logic for the Scala IDE worksheet out of the compiler #6458

For 2.10.1 we want to move out of the compiler the instrumentation logic for the Scala IDE worksheet. That will allow for more flexible release cycles on
the scala-worksheet project and reduce the compiler's codebase.

In theory, this should be relatively easy to achieve, and it requires only one modification on the presentation compiler side (weakening visibility of a member).

We have a related ticket our side that can be used to track progress: scala-ide/scala-worksheet#91

We should make sure that this ticket is fixed before 2.10.1 goes into code freeze. If you could label this ticket as Critical for 2.10.1, I'd be thankful.
