Add link to new Discord server in the website footer. #981

The Gitter UX is quite bad to the point where I don't enjoy using it
much anymore. I suspect GitHub will sooner or later release a community
chat solution judging by

However, until then I think it's worth a try to keep the conversation
going on Slack under the #scalameta-metals channel in the new
"scala-lang" organization.

It's brand new, was just created a few minutes ago so there are no active channels yet.

Oddly enough, the click is actually working. If you watch the gif closely, you'll see glimpses of the window briefly, but on scroll the position is constantly changing, and never appearing in the right place 馃 ... You can see if if you click and then scroll up and down really fast.

The benefits of Discord over Slack are

* richer admin/moderation tools
* no 10k message limit
* syntax highlighting (in select clients, not all sadly)

@ckipp01 Thank you for looking into this. It looks like the slackin script is buggy :/

Judging by the movement past days (see discussion) there seems to be a stronger push in favor of Discord over Slack. I have updated the PR to link Discord instead of Slack. Everybody are welcome to join in https://discord.gg/RFpSVth

I think it's best to keep both Discord and Gitter for now. People searching for help may get better luck on Gitter for time being
