Rust 1.80.0 introduced a regression that prevents older versions of the Time package from compiling (rust-lang/rust#127343). This is fixed by updating 'time' to => 0.3.35

Rust 1.80.0 introduced a regression that prevents older versions of the Time package from compiling (rust-lang/rust#127343). This is fixed by updating 'time' to => 0.3.35. I decided to update all dependencies and everything still seems to work. If this is unwanted please let me know so I'll update this PR to only bump the time dependency.
I noticed this while doing nixpkgs maintenance and came across a build error. If this is merged would you mind creating a new release?
