Only getStoryByTime() for stories more recent than twice the archiving

delay (which for Slashdot is 14, thus, the last 28 days). This prevents
long DB hangs when getting the prev/next story for stories posted many
thousands of rows in the past.

First draft of a performance tweak to the daily adminmail, plus taking

rss hits out of the daily total (should really rewrite this with a var
that's a regex of what type of "op" to exclude).

Make a short section of code plainer (and eliminate a "my $where .= '…

    …foo'"

    which was just odd).

Get your stinking tags off me, you damn dirty <LI> outside <UL>!

Login with a POST instead of a GET to keep passwords out of apache logs

(except when users use the "this is totally insecure" link, then they
deserve what they get). Thanks to Eloy Paris <eloy.paris@usa.net> for
noticing this. Also, return_url to rootdir/ instead of /index.pl.

Multiple key IDs are now possible in sqlSelectAllHashref() by passing

in an arrayref instead of a scalar ID.

Large commit to fix some HTML rendering errors. These were ignored by

most (all?) browsers but were nonetheless errors. This doesn't fix
everything but it's a middling-big bite out of Slash's noncompliance
with the HTML 3.2 standard. In theory, this should have almost no
effect on how pages are actually rendered.
