    appends <TD>&nbsp;</TD> after rows which need it before appending </TR>.
    This fixes issues with malformed tables.  Also added a workaround for a
    bug in Template 2.08, for details see:
    http://lists.template-toolkit.org/pipermail/templates/2003-February/004289.html .
    Also changed method of producing fancyboxes in userboxes, and added a
    couple of <BR>s after a line of text to space it out better.

    maintable with blank cells.  I'd still like to have a maintable_tr_end to
    make sure each row is closed off with the proper number of columns but for
    now we can trust that the tables on the site are properly designed.  The
    maintable_end template now correctly pads the bottom cells, accounting for
    the fact that it may be left sitting on a row that has other columns on
    its right extending down and taking up cells;  it also now pads the bottom
    of the table with single cells instead of making them COLSPAN.

    carefully about placement of <TD> as long as they follow simple rules.
