The FluentMigrator.Runner assembly is only in the /tools directory of the existing Nuget package.

In order to fully use this binary in code without manually adding a reference to it, the FluentMigrator.Runner.dll should be either added to the /lib contents of the FluentMigrator Nuget package, or a new package should be created that adds this into the project references
