Moved proposed legislation extension (#1156) to pending
/cc #1050 @vtardif also @nicolastorzec who was asking about related patterns for NewsArticle, or rather, suggesting that we document them better. It seems we did not publish an example when contentReferenceTime was added to Pending.
Todo: examples + figure out a (careful) approach to gender.

This may be INCOHERENT or BUGGY but it's a start at a writeup of what we have discussed so far.
We removed (commented out) the 3 attempts to represent reification (tried Role pattern; Action pattern and a dedicated type). This means that we don't yet have a graph shape that captures the link between a project/grant/person as an extensibly-describable thing. We will come back to this as it relates to different reification options in Wikidata (which has edge labels), RDF, etc. (see also PropertyGraph datamodel discussions). We are adding types for Project (conceptualized as an Organization) and FundingAgency, FundingScheme (both as project subtypes), ... For discussion.
Added notes about expectation of changes being actually used.
