Only depend on Time::y2038 if necessary.

Time::y2038 is our most unreliable dep, and it tends to be most unreliable on
64 bit systems where its least needed. By first checking to see if the built
in time functions can handle a decent range we can avoid depending on it
    unnecessarily.

Generate perl5i.c so we can insert which perl it should wrap around.

Write a small test for it.

Make the code which compiles it die if it fails rather than warn.
    Why beat around the bush?

    perltidy the whole thing.

perltidy is doing some weird things, but that's ok. I'll just have to
    fix it up.
