Time::y2038 is our most unreliable dep, and it tends to be most unreliable on 64 bit systems where its least needed. By first checking to see if the built in time functions can handle a decent range we can avoid depending on it unnecessarily.

Write a small test for it. Make the code which compiles it die if it fails rather than warn. Why beat around the bush?
