FitsFormat is upside down #22

FitsFormat opens .fits images upside down. This is, actually, consistent with Bio-Formats.. but should probably be fixed..

maybe as part of the N-dim refactoring?

There is an existing ticket for this in the imagej trac: Some follow up was performed at one time.

after some investigation, it looks like the FITSformat is only supporting a subset of the spec.

We should really refactor the format to properly match the spec - for example, n-dimensionality.
