Removal of symeig in scipy master breaks manifold/spectral_embedding_.py #3177

This commit from yesterday on scipy master scipy/scipy@ace6844 breaks an import (from scipy.sparse.linalg.eigen.lobpcg.lobpcg import symeig) in sklearn/manifold/spectral_embedding_.py. Reported by @rbharath here: msmbuilder/msmbuilder#180

According the to the scipy PR (scipy/scipy#3599), it seems like the call to symeig can be replaced with eigh.

I've submitted a PR scipy/scipy#3752 to put symeig back into that module as a deprecated function, but it's very obsolete, and either numpy or scipy eigh() should be used instead.
