csgraph meta -- scikit-learn vs. scipy #3425

All of this code seems to have been added into scikit-learn and scipy simultaneously a few years ago. If I wanted to contribute some extra functions like reverse cuthill-mckee or transitive closure then how would this work? Would the csgraphs in scikit-learn and scipy start to diverge from each other?

It started in scikit-learn, then was contributed to scipy and new features were added only in scipy by @jakevdp. This is more a mailing list question than an issue, so closing this.
