On line 80 of respond.src.js, the !base check fails when the document has a base tag. Because it fails, the second part of the && never evaluates. This causes the RegExp.$1 in the ¦¦ to be undefined, which causes that test to fail. The end result is that the requestQueue is never populated and @media queries on the page are ignored. I am using IE8.
Switching the order of the expressions in the && test fixed this for me.
