parsing

.wrapper1,
.wrapper2 {
    input[type]:not([type='submit']) {
        color: red;
    }
}

incorrectly parses as:

.wrapper1 input[type]:not([type='submit'], [type='submit']),
.wrapper2 input[type]:not([type='submit'], [type='submit']) {
  color: red;
}

should parse as:

.wrapper1 input[type]:not([type='submit']),
.wrapper2 input[type]:not([type='submit']) {
  color: red;
}

This is a bug in the LibSass Node Bindings. I've updated the master branch to have the latest bindings. The next release of Scout-App will have this fix, I'll notify you when it comes out.

There is a new release of Scout-App available for download. This should resolve your issue.
