This change is backwards-incompatible; it is not only about stats. For example, someone may have
MEMUSAGE_LIMIT_MB=...in settings.py and rely on MEMUSAGE_ENABLED=1 passed as a command line argument to enforce the limit. We shouldn't do this change in 1.3 release cycle.
