Touching Edge reporter and Hat blocks don't report if If On Edge Bounce block is running

Expected Behavior

If you have both a Touching Edge block (Hat or reporter) and an If on Edge, Bounce block and the sprite hits the edge they should both fire.

Actual Behavior

Only the If On Edge, Bounce block fires.

Steps to Reproduce

In one sprite build these two stacks

Note: the sprite doesn't rotate when hitting the edge.

The "if on edge, bounce" block will (nearly always) move the sprite off the edge when it 'bounces'.

That means the other hat block can never trigger if the touching check happens after the bounce has already executed (–and my testing suggests that Scratch 3 does indeed perform checks of trigger hat blocks after it has completed execution of other currently running scripts?)

Even if the execution did happen the other way around, it would still fail to trigger the touching hat block, since the touching only becomes true after the move has happened in the forever loop (and then it immediately becomes false after the bounce).

Consequently, I don't see how to 'fix' this without somehow keeping a record of every relevant touching state at every point during the current pass through all running scripts, and then assuming that if the touching became true at any point during that execution, the hat block should trigger...?

What if the if on edge bounce block manually triggered all when this sprite touches edge scripts as part of its "bounce" routine?
