docs: Issue on page Reconnection - link to ExponentialReconnectionPolicy is broken

Problem

Links to https://java-driver.docs.scylladb.com/scylla-4.15.0.x/api/com/datastax/oss/driver/internal/core/connection/ExponentialReconnectionPolicy.html and similar are broken.

Looking into this

This happens because it's a part of the internal API. All packages matching com.datastax.*.driver.internal* are excluded from javadoc generation. This seems to be consistent with upstream.
We could either try to generate javadoc for internal API or remove the hyperlink.

Will be resolved by #542 . The hyperlink will lead to source code on github instead.
