As part of the ongoing security rework, we need to move the data source for the cfn-hup utility to be the heat CloudFormation API, ref https://github.com/heat-api/heat/wiki/Cloudwatch-Architecture-rework

This is similar to the rework carried out for cfn-push-stats, and will allow us to remove the metadata-read functionality from the (unauthenticated) heat-metadata service
