Retire in favour of fragile #5

This has a more safe implementation (thread ids could be recycled by the OS), and more convenient (Drop only panics if the type actually needs dropping).

I'd make a new version of send-cell that is just a wrapper around fragile, and then consider this deprecated and finished, unless there are any objections.

Replace SendCell with fragile.
SendCell is depricated now and its advised to use the Fragile
crate instead.
