Scapy 2.4.0, Windows: bug (and fix) of '_windows_title()' for Python2

Scapy Version: 2.4.0rc5-28
System: Windows7/Windows10
Python Version: 2.7.14

For Python2 a title of console window is displayed incorrectly due to str/unicode mismatch.
It has been fixed as "side effect" of #1236

Manual test code for verify an error of '_windows_title()':

from scapy.config import conf
import scapy.arch.windows

conf.interactive = True
scapy.arch.windows._windows_title("Title is OK!")
input()

On the original master for Python2 it gives improper result (can even caused GPF).
