Setup script is backing up downloaded.rules to old directory

Setup script is backing up downloaded.rules to the old location 
(/etc/nsm/rules/) instead of the new location (/etc/nsm/rules/backup/).  Need 
to update setup script to backup rules to /etc/nsm/rules/backup/ to be 
consistent with pulledpork_update.sh and to prevent Squert from displaying 
rules multiple times.
