update in this release:
1,add SC platform operations to expand DAPP.
2,Add competition operations to expand DAPP.
3,witness will offline if he miss too many blocks.
4,optimize the structure of room/records/histories for database API to query faster and easier
5,other improvements.

Note:
There is a hardfork on 2019/10/28T00:00:00 to enable these functions,every witness muse update your witness_node program before that time if you support it.
