HTML Anchors on #27

Having HTML anchors on would make linking to specific parts of the page easier, those should be at least on the titles, having them on individual points would be nice too.

+1 Any chance of this? Harder to encourage & enforce the spec when we can't direct link to specific tenets.

Add hover anchor links for spec headers and sections
This adds anchors for each heading by changing the markdown renderer to
Kramdown. Unfortunately, Kramdown doesn't have an option to do the same
for list items. Instead, we do a tiny bit of JavaScript to add IDs to
each list item element in the specification section.
