Description
Only run tests in Travis and Appveyor for master, tags and pull requests. Also add slack alerts for build failures just like sensu-puppet.
Motivation and Context
This matches pattern used in sensu-puppet to ensure tests aren't run twice for a pull request based on branch in this repo.
