• Add the html_root_url attribute to the crate
• Modify docs to put error conditions into Errors sections
• Add CI badges to Cargo.toml
• Add categories to Cargo.toml
• Bump heapsize to a relicensed version
• Explain the term "fragment" in Url::fragment
• Minor bump and release a new version (after all else)

This is the tracking issue for the crate evaluation performed by the libs team this week.

Looks like the only outstanding issue now is Move serde 1.0 support in-crate

Which is semi-blocked on serde-rs/serde#953.
