This PR is as much to see whether I got the Travis build stuff right (and how long it takes) as because having a README is a good thing to do. Let's see how it works!

Replace http.server with Bottle
ecf7ca4 
Homu has been using http.server to handle webhook payloads. However, it
was hard to use in terms of readability and maintainability. Bottle
isn't perfect, but still it is good enough to replace http.server.

Fixes #42.
