Able to scroll past bottom of page

Scrolling is not clamped at the bottom a page.

Steps to reproduce:

1. Run ./mach run -r https://en.wikipedia.org/wiki/Meow
2. Scroll to bottom of page
3. Continue scrolling into the void

This is a problem with or without Webrender.

I can reproduce this. On other pages like Google, I cannot scroll at all though. 😉

This seems to be a dupe of #10023.

@perlun Just uploaded a GIF to that issue as well. It might be the same underlying issue for both, though from an end user's perspective, they're seemingly different. I'm not going to close this one just yet since I'm not familiar with the root cause here and they might be different problems.
