@nox wrote a nice script to count cross references for intermittent bugs which gives us this data. Graphing this gives us:

The inflection point seems to be around 10, so I think we should try and deal with anything that affected more than 10 PRs. Note that some of these tests are currently disabled.

Work should happen on individual bugs, but this list will track the biggest offenders in one place:

This also seems to imply we should immediately disable these: #9012

I closed #10251, since it's appveyor related and we no longer gate on it, thanks for putting this up together! :)

You marked #8815 as disabled but @Ms2ger closed that ticket so I'm confused. Irrelevant now.
