Scrolling below page end

If you open https://seznam.cz servo lets you scroll below the page end. Happens on other pages too - for example https://en.wikipedia.org/wiki/Servo_(layout_engine) - but not so noticeably

This still happens and it's very noticeable on the Servo Wikipedia entry.

This is reproducible with a14b952, still very noticably.

I am no longer able to scroll at all on https://seznam.cz/ but https://en.wikipedia.org/wiki/Servo_(software) still appears to have this issue.
