Currently we still pop up tinyfiledialogs in headless mode, which we shouldn't. This would fix #15962.

Disable tinyfiledialogs when running in headless mode.

<!-- Thank you for contributing to Servo! Please replace each `[ ]` by `[X]` when the step is complete, and replace `__` with appropriate data: -->
- [X] `./mach build -d` does not report any errors
- [X] `./mach test-tidy` does not report any errors
- [X] These changes fix #15965 and #15962.
- [X] These changes do not require tests because we don't test tinyfiledialog pop-ups.
