Broken images on Android after rayon 0.8 update #17621

Hi, html images are broken on Android (either cropped, invalid rect shown or upside down). This didn't happen in a fork I did about a month ago. I did a git bisec and it blames rayon update: #17332. Example:

Fix buggy texelFetchOffset calls on Android

Fixes servo/servo#17621, servo/servo#17851 and #1694

texelFetchOffset is very buggy on some Android GPUs...
