Distribtute a debug nuget package of ANGLE

Currently, the wiki documents how to debug ANGLE by building a local copy of it. We should distribute a debug nuget package with the src and pdb files, and document how to use it for debugging.

I am going to use this issue as a place to upload screenshots, as this seems to be the simplest way to put screenshots into wiki pages.
