Resizing browser window causes Servo to freeze #25844

Steps to reproduce:

  1. Launch Servo.
  2. Manually resize the browser window.
  3. Servo will then freeze.

This issue appears to have occurred for quite a while now. It also appears to only occur when manually resizing the browser windows and not when using Windows snapping. Tested in Windows 10.
