I got the same thing with the windows exe. Extracted from the zip, June 24, 2020 nightly build.
Requires manually killing the task with task manager as in #26996 (comment)

I have a GeForce 960M driver version 445.87
Potentially related to #26400

I observe this with the non-UWP windows builds as well. I don't have nvidia drivers, and this happens whether I pass --angle or not. The engine is running, because the page title is displayed in the window, and moving the mouse shows that layout is happening because the cursor changes to reflect text or links, but nothing appears in the window.

@jdm jdm changed the title BLANK PAGE: freeze on first launch Nothing is rendered in non-UWP Windows nightly builds Aug 4, 2020

I can confirm, except for me neither page title is displayed, only "Servo" in the upper left corner (oh, could this be a page title?) and big white rectangle on black background. Latest Win x64 nightly build (zip).
