Add time-averaging profile counter, use it for FPS The profiler often has such quickly changing values that it's difficult to see what the actual value is. This adds a new counter type that displays an average value over a specified time. It's used for the FPS, but could be used elsewhere (or made configurable etc.) <!-- Reviewable:start --> --- This change is [<img src="https://reviewable.io/review_button.svg" height="34" align="absmiddle" alt="Reviewable"/>](https://reviewable.io/reviews/servo/webrender/471) <!-- Reviewable:end -->

Right now we only have the GPU compositor that operates on windows. It might be nice to have a null compositor that just sent rendering to the bitbucket but allowed testing of layout/js.
This would allow us to test the new Rust schedule early, as it currently lacks support for PlatformThread, which is needed only for GLUT.
