Per CSS 2.1 § 9.4.1, absolutely positioned elements establish new
block formatting contexts for their contents.


  • ./mach build -d does not report any errors
  • ./mach test-tidy does not report any errors
  • These changes fix #13495 (github issue number if applicable).
  • [] There are tests for these changes OR
  • These changes do not require tests because _____

There is a manual test in #13495, maybe it could be salvaged?
