This doesn't quite fix the issue in #38642 (comment), I think macos should still have the wrong behaviour for font-optical-sizing: none (but I have no way to verify that).

Manual testcase (fixed by this change)

It should be valid, the two numbers specifiy a range (font-weight: low high) of weights supported by the font. MDN has some examples: https://developer.mozilla.org/en-US/docs/Web/CSS/Reference/At-rules/@font-face/font-weight
