1. Prefer WHATWG specs over W3C ones, always
2. If you have to use a W3C spec always use the Editor's Draft

  Some chapters are superseded by newer specs. Look at CSS2 for the feature-set to prioritize, but at the new specs (which are often more detailed and precise) for implementation.
