Fixes #7. Not going to consider this breaking since there are no implementations of the extension system yet.

Should some portion of the uint6 0-63 range be reserved for future spec additions?

@LewisJEllis I don't think so. We never really had an idea for what we wanted to do with the reserved space. I think we'll always want SuperPack's natively supported values to remain fairly minimal.
