This PR updates the "Contributing" section in the README.

Removed the steps to fork until create pull request as these steps already mentioned in the CONTRIBUTING.md in the .github repo.
Navigated contributors directly to the CONTRIBUTING.md in the .github repo as it has a more complete rules.
