This fixes issues when using a bar renderer in multi-renderers, since args.series does not contain a 'active' function when using multi-renderers. This also fixes a renderer issue when using the RangeSlider when there are gaps in data between plots (e.g you could be sliding into a time where only one plot contains data).
Also added support for sub-second time fixtures.
