    The trick was the MANIFEST.in file. Also, from testing the pip
    installation, I realized todo.py would fail on trying to list the files
    in the actions directory if it did not already exist. So I added a check
    for it.

    map() in python 3000 returns an iterator object. I completely forgot this when
    complaining about 2to3 lieing to me.
    
    Also, in trying to debug the issue, I realized I had not followed
    @kennethreitz's advice about adding '..' to sys.path in the base of your tests.

    GitHub support claimed the typical markdown highlighting would work, but it
    doesn't. I don't know why I believed them, it is markdown highlighting, not
    reStructuredText.
    
    Regardless, going back to the old style.

  1. Add colorama support for Windows users.

    Matt Stave pointed out that todo.py can be used from the cmd.exe in
    Windows. Unfortunately, you need colorama to convert the colors from the
    ANSI defaults we use to the win32 defaults. It's harmless to include it.

  6. Clean-up.

    We don't need the TODO file anymore. I'm basically the only one working on this
    now except for Matt Stave who plans on adding functionality. I'd feel more
    comfortable attacking format_lines and _list_ on my own anyway. The notes file
    was essentially rst formatted anyway, so why not add the file extension to let
    GitHub decorate it as such?
