feat(languages): Update hyphenation patterns for Thai

Here again, SILE had patterns from an obsure origin.
Patterns from TeX differ in a quite large way, but there are more
patterns overall, and even not knowing the language, it looks more
up-to-date when just looking at the changes.
Let's pick those then.
At least, we will have an authoritative source for the patterns,
if questions ever arise.
