feat(languages): Update hyphenation patterns for Bulgarian

SILE's patterns were of obscure origin, somewhat different from the TeX
patterns, or at least clearly from before 2017.
The TeX patterns were updated multiple time in 2017-2018.
In the absence of certainty regarding what SILE was using, it's
certainly better to switch to a more authoritative source...
