a bit like - https://github.com/nathanaelkane/vim-indent-guides - but colour in the background of the currently block only

see - http://stackoverflow.com/questions/3722112/full-width-background-color-highlighting-of-codeblock-in-vim for the sign functionality that will help here.

this will be frustrating in haskell i think because making it include the type signature will be hard/impossible, as well as making it include say all the different pattern matches for a given func

in python it should be straightforward, supposing one could get an idea of the current block start/end line numbers.
