This might also be an opportunity to support an __in= operator - though that's an odd one as it acts equivalent to an OR whereas every other parameter is combined with an AND

This has got more urgent now that I've added the ?column__arraycontains=foo filter as part of the effort to implement facet-by-array for #359
I added that filter in 78e45ea but it can only be applied once - for proper faceting this needs to work:
https://latest.datasette.io/fixtures/facetable?tags__arraycontains=tag1&tags__arraycontains=tag2 now works.
