Support multiple filters of the same type #288

This might also be an opportunity to support an __in= operator - though that's an odd one as it acts equivalent to an OR whereas every other parameter is combined with an AND

UPDATE 15th April 2019: I implemented ?column__in= in a different way, see #433

This has got more urgent now that I've added the ?column__arraycontains=foo filter as part of the effort to implement facet-by-array for #359

I added that filter in 78e45ea but it can only be applied once - for proper faceting this needs to work:

https://latest.datasette.io/fixtures/facetable?tags__arraycontains=tag1&tags__arraycontains=tag2
