    Make them actually tick (instead of simply modifying focus regen) as it
    better reflects the way they work in game and actually affect some
    timing/focus related decision.
    
    Dire Beast is left unchanged as it's pretty special and requires a more
    sophisticated implementation.

  14. [Hunter] fix cooldowns affecting legendaries

    We can't modify action cooldowns in ::init() as its called for every
    line in the apl with the given action but cooldowns are unique. Which
    means that, if we get more than one given action in the apl, the
    cooldown is going to be modified several times.
    
    As we don't have legendaries initialized in action constructors move it
    all to hunter_t::init_special_effects().
    
    Does not affect our default apls as all of the affected actions are
    present only once in them.

    AP application applies 2 times the kingsbane tick dmg increases per
    application (instead of 1). Seems to be a bug since 7.1.5
    Deadly Poison & Wound Poison acts normally.

  1. Add a new option "relic_ilevel" to items

    Relic_ilevel option allows the user to directly input the item level of
    the relic in the item (artifact), instead of using bonus ids.
    Relic_ilevel option is positional, much like the gem_id, and relic_id
    options. Each relic ilevel value is separated by a '/' or a ':'.
