Would like send_file to allow me to explicitly set last_modified #131

May I lobby for the ability to set the last_modified
header in send_file in a similar manner to mime_type?

Here's why: I'm developing a hierarchical storage system, and I
sometimes need to extract files from tertiary storage to a
temp file before serving them. For a variety of reasons I can't rely
on the mtime of the restored file having the original disk file's
mtime, but it is in a DB, and I'd like to make the served
resource reflect the original time, not that of the temporary
file.

send_file now takes :last_modified option
