Layout suppression bug in public root #247

I have a folder under root called events where I've defined the following:

    "title":"Event A",
    "date":"2/14/2014"
},
"b":{
    "title":"Event B",
    "date":"2/13/2014 2:00 PM"
},
"events":{
    "layout":false
}
}

Given /events/events.json.ejs I can confirm this works to suppress the layout for events.json. However, it bothered me that my event data had something in there that wasn't an event. (The "events" key itself.) So I moved events.json.ejs to public, I added a _data.json to public, but layout suppression didn't work.

To make things even more odd, in my public _data.json I confirmed I could turn off layout for index. It just refused to turn off for events.
